OUTPUT:
Reports active/stopped subscription counts, pending confirmation count, open
copied positions, risk counters, and `has_live_copy_state`. Use this after
stop/pause/risk-reset flows to prove cleanup rather than interpreting stopped
historical subscriptions as active copying.
